I have the honour to transmit for His Excellen-

cy's consideration the enclosed copy of a letter from the Post-

master at Shanghai applying for more assistance in his office.

His statistics are correct and I am of opinion

that it would be only fair to accede to his request.

I estimate the extra expense as follows.-

$480 per annum
